NGA's Operator Qualification Written Plan

Operator Qualification

The U.S. Department of Transportation's Operator Qualification (OQ) final rule went into effect on October 26, 1999. The rule requires operators to develop and maintain a written qualification program for individuals performing covered tasks. The Northeast Gas Association's Written Plan was developed to satisfy the requirements of Title 49 CFR Part 192, Subpart N; Section 192.805 entitled Qualification Program.

The NGA written plan includes guidelines for identifying covered tasks, establishing an evaluation process including intervals for subsequent evaluation, utilizing non-qualified individuals in a covered task, post incident evaluation of qualified personnel, re-evaluation of qualified personnel suspected of uncertain performance, communication of changes that will affect covered tasks, and compliance record keeping. The plan covers 84 covered tasks and has been updated several times.
