In-Person Learning Experience October 7th-9th 2025
NGA is pleased to bring you the Pipeline Safety Regulation Workshop (Part 192) - in-person, this fall!
We are very fortunate to have UGI host this event at their newly constructed, Learning Center located at 1049 Stinson Dr., Reading, PA, 19605. The UGI Utilities Learning Center is a state-of-the-art training complex located on a 40-acre site in Bern Township, Berks County Pennsylvania. Completed in the fall of 2021, the Center is anchored by a 47,500-square-foot Training Building and the campus includes a separate 10,500-square-foot welding building, training areas for firefighting instruction, pipe corrosion and protection, backhoe excavation, and two indoor pits to simulate confined-space welding. In addition, a training site known as “Responders Ridge” includes three townhouse-style buildings to help prepare students on how to deal with various scenarios they may encounter in the field. This facility provides program participants with a unique learning experience where instructors can help bridge the gap between pipeline safety intent with practical application of safety codes in a real-world application environment.
Classes begin promptly at 8am and conclude on Day-1 at 5 pm and on Day 3, the session will conclude with a final knowledge check by noon.

Course Instructors are from The Blacksmith Group / P-PIC and NGA Staff.
The course provides a review and practical application of federal regulations in 49 CFR Parts 191 and 192 that apply to distribution and transmission piping systems. The course will take the student through a "what, why & how" approach to federal pipeline safety regulations, including their intent and the significant requirements that apply to distribution systems as well as compliance implications of the Pipes Act. The session will also explore the PHMSA Website and review valuable pipeline safety information “tools” students should become familiar with. The course will also include visiting learning labs within the UGI Center to apply theory to practical, field applications including pipe joining, constructing, and testing customer meter sets and services and leak investigations / surveys. Elements of pipeline safety management systems will also be layered into the code and regulation discussions as they pertain to safety and risk mitigation aspects of day-to-day operations.
Each session will include instruction and visual examples and conclude with a homework assignment on Day-1 to complete before the next session. A hard-copy and electronic Student Guide will also be provided for reference during the learning event.
