Policy Spotlight: New York State Energy Planning Board Collecting Comments on the Draft State Energy Plan
In July 2025, the New York State Energy Planning Board released its Draft 2025 Energy Plan. This document provides broad policy direction that will guide energy-related decision making across New York State. The plan addresses a wide range of issues, including ensuring adequate and affordable energy supply, supporting economic growth, advancing clean energy, and driving energy innovation. A final version is scheduled to be released by year’s end.
Key Priorities in the Draft Plan
The draft plan underscores the importance of keeping energy both affordable and reliable for New Yorkers. It also acknowledges that natural gas will remain a critical part of the state’s energy mix for the foreseeable future. Among its observations:
- New York will “support the reliable provision of natural gas and petroleum fuels…throughout the planning period.”
- In certain areas, “the gas system will be necessary in the long-term,” and utilities are encouraged to identify those areas and prioritize investments.
- Continued investment will be required “to guarantee adequate supply infrastructure to meet demands even during the coldest days and to help relieve upward pressure on gas prices that can result from infrastructure constraints.”
At the same time, the plan highlights opportunities for innovation, calling for the development of “zero- and low-carbon alternative fuels such as hydrogen [and] renewable natural gas,” which it describes as “an important complement to electrification in the State’s energy transition strategy.”
