On December 2, 2024, the New York City Department of Buildings (NYCDOB) proposed a series of amendments to its Course Provider rules, including establishing a blanket fee structure for Course Providers, amending the ability of Course Providers to work with third-parties, and creating a one-size-fits-all approach to Worker Wallet Card Requirements. In response to these proposed amendments, NGA submitted comments to the NYCDOB in coordination with GTI Energy, Con Edison, National Grid, and the plumbing trades of New York City represented by The Plumbing Foundation of New York (PFCNY), The Master Plumbers Council (MPC), UA Plumbers Union Local No. 1 Trade Education Training Center of New York City along with representatives from the Westchester County plumbing community (Gas Safety Joint Trades [“GSJT’]).
The GSJT has long been a leader in the state, and nationally, in developing gas safety training and qualification programs specifically focused on supplementing existing gas training and certification programs, and has invested significant effort into developing the NYCDOB approved Course Requirements: 7-Hour Periodic Gas Piping Inspector Qualification. Through this program, the GSJT has successfully trained, tested, qualified, and manages close to 2,000 plumbing technicians in over 750 license master plumbers organizations
In our comments, the GSJT applauded NYCDOB for its continued commitment to safety, but expressed concern that the proposed rules may have significant unintended consequences, including negatively impacting those that appropriately utilize third-party relationships, such as the relationship between NGA, GTI Energy and the other GSJT members.
