NGA Joins Clear Path XIII Tabletop Exercise to Strengthen Emergency Preparedness Across the Region

On June 3–4, the Northeast Gas Association (NGA) participated in the Clear Path XIII Senior Leadership Tabletop Exercise, held in Boston, Massachusetts. Hosted by the U.S. Department of Energy’s Office of Cybersecurity, Energy Security, and Emergency Response (CESER), the two-day event brought together senior leaders from government and industry to simulate coordinated responses to complex energy emergencies.

Representing NGA at the exercise were Paul Armstrong, Vice President, Operations; Glenn Meyers, Director, Operations; and Dave Grande, Staff Engineer. Glenn Meyers updated participants on NGA’s ongoing work in information sharing and emergency coordination across the Northeast, including through NGA’s Gas Supply Task Force. Glenn emphasized the importance of timely and accurate information sharing among utilities, local and state officials, and federal partners during major incidents.

The Clear Path XIII scenario included multiple emergency modules that challenged participants to manage weather and cyber security related issues impacting critical infrastructure across New York and New England. The simulation also tested the region’s ability to coordinate mutual assistance across state lines, with a special focus on supply-side disruptions in the natural gas system.

State emergency management officials, federal agencies, and industry representatives, including from INGAA, API, AGA, and other key trade associations, engaged in strategic dialogue and decision-making throughout the event. The exercise offered a valuable opportunity to practice coordination, test communication protocols, and reinforce relationships across the energy sector.

“NGA’s participation in exercises like Clear Path is vital to ensuring that the Northeast remains ready to respond to increasingly complex energy threats,” said Meyers. “It’s all about building trust, understanding interdependencies, and preparing together before the real crisis hits.”
